PROFESSIONAL EXPERIENCE
1980 - Current: Activities in the aquaculture sector include :
- Establishment of an oyster farm ('Glenelg Shellfish')
- President of recently created pan-European shellfish association, the
'European Mollusc Producers Association', stimulating close links with 'FEAP'
on an "aquaculture" basis'.
- Delivery of presentations on current status and future prospects of
the European shellfish sector to international audiences (during 2001 included
'European Aquaculture Society' in Oostende, Belgium, 'Acquacoltura International
2001', Verona, Italy, 'Trieste Bivalves 2001', Trieste, Italy, and 'Harmful
Algae Management & Mitigation', Qingdao, China).
- Active involvement with the 'Association of Scottish Shellfish Growers'
as Chairman since 1989 and until 1993 as Executive Director, resulting in close
liaison for representation purposes with organisations such as The Scottish
Parliament, Scottish Executive, local authorities, MAFF, economic development
agencies (HIE and SE), SNH, SEPA and the European Commission; also organisation
of annual Conference, notably October 2001 international event, highlighting
potential for polyculture, and need for research into biological carrying capacity
and industry involvement in the implementation of Integrated Coastal Zone Management
(ICZM);
- Industry representative on SFIA 'Shellfish Advisory Committee', UK
government consultative committees (eg CFRD, CARD), the multi-sectoral 'Scottish
Coastal Forum', and advisory Working Groups of the European Commission ('Aquaculture'
and 'Fish Health');
- Board member of 'Highland River Purification Board' from early '90s,
and, until May 2000, of the successor body, 'SEPA North Region';
- Industry Member of the Steering Committee for the 'DEMA Programme'
(an R&D initiative funded by the 'Natural Environment Research Council');
- Member of the 'UHI Millenium Institute Foundation';
- Chairman of the 'Scottish Aquaculture Training Association' and the
'Aquaculture Industry Group' within 'Lantra NTO', the UK body responsible for
developing vocational training for the fish farming sector; UK representative
on the 'European Council' of 'AquaTT', the pan-European fish farming training
network;
- Spokesman for the shellfish cultivation industry through national media
and regular contributions to trade press ('Fish Farming Today', 'Fish Farmer',
'Fish Farming International' and 'Eurofish').
Freelance economics consultant, with a primary focus on aquaculture. Recent
assignments in the Aquaculture sector have included :
- Study into the potential for a shellfish regional marketing/branding
co-operative in Scotland, for local Development Agency;
- Drafting of a review of European shellfish hygiene regulations, for
an Australian regulatory authority;
- Technical advice to mussel farmers in negotiations over compensation
for industrial pollution;
- Co-management of the UK government funded R&D Programme, 'LINK
Aquaculture', with particular responsibility for the shellfish sector;
- Review, analysis and evaluation of UK multiple retail sector attitudes
towards aquaculture products (established products and expectations for new
species);
- Assessment of attitudes within the UK aquaculture sector (salmon, trout,
halibut, cyprinids, shellfish) towards participating in a potential collaborative
R&D Programme (ie LINK Aquaculture);
- Study into freshwater crayfish cultivation technologies, including
research in Finland and participation in the design of an innovative recirculation
system;
- Statistical review and analysis of fisheries landings (value and volume)
for Scottish Districts, part of an assessment of fish industry infrastructure;
- Analysis of the potential for scallop farming in the UK, including
the commercial prospects for a hatchery operation (for MAFF);
- Organisation of Seminars on issues as diverse as The Habitats Directive,
local fisheries management and Several Fishery Orders;
